Senior Executive Director, Development – Masterplanning

As the project grows in scale and complexity, there is an opportunity for an accomplished leader to join the team in a senior executive capacity, driving the strategic masterplanning agenda across the portfolio.
The Role
As Senior Executive Director – Development (Masterplanning), you will play a pivotal role in shaping the vision, structure, and future development of this multi-billion-dollar city-scale programme. Reporting at the highest level within the Development function, you will lead on the coordination, refinement, and delivery of all masterplanning activities, ensuring alignment with overarching commercial, development, and design goals.
You will work closely with senior stakeholders across development, design, strategy, delivery, and external consultants to evolve the masterplan from its current state through ongoing refinements and updates, ensuring it supports the long-term business case, operational needs, and urban ambitions of the project.
Key Responsibilities

Provide strategic leadership and oversight of all masterplanning activities across the development.

Drive coordination between the Development, Design, Delivery, and Strategy teams to align masterplanning outputs with business and operational objectives.

Act as the internal authority on land use, phasing, spatial planning, and integration with infrastructure and transport planning.

Lead the engagement with international masterplanning and urban design consultants to guide deliverables and ensure world-class outputs.

Support investment, asset, and development teams by embedding flexibility and commerciality into the masterplanning framework.

Present to executive leadership and governance committees, acting as a key advisor on planning and development strategy.
Candidate Profile

20+ years of experience in masterplanning, development strategy, or large-scale urban development, ideally gained on complex, mixed-use, city-scale programmes.

Proven experience in a senior leadership capacity with direct involvement in shaping and delivering integrated masterplans.

Deep understanding of the interface between planning, design, infrastructure, and commercial development.

Experience working with government entities, major developers, or global consultancies.

Excellent stakeholder management and leadership skills, with the ability to operate effectively in a multi-disciplinary, fast-paced environment.

Middle East experience is advantageous but not essential.
