We are seeking a highly skilled and experienced Regional Managing Quantity Surveyor to join our dynamic team in Kuala Lumpur. The ideal candidate will be responsible for overseeing and managing quantity surveying activities across the region, ensuring precision in cost estimations, efficient contract management, and strategic guidance to optimize project profitability.

Key Responsibilities:

  1. Leadership and Team Management:

    • Direct and manage a team of quantity surveyors across multiple project sites.
    • Provide technical mentorship, advanced training, and professional development to team members.
    • Ensure cohesive communication and collaboration within the team, fostering a culture of continuous improvement.
  2. Cost Management:

    • Supervise the preparation of detailed cost plans, budgets, and estimates using advanced cost management software (e.g., CostX, Bluebeam).
    • Conduct value engineering and cost-benefit analyses to optimize project costs.
    • Implement robust cost control procedures and monitor expenditure against budget throughout the project lifecycle.
  3. Contract Administration:

    • Oversee the drafting, negotiation, and administration of various forms of contracts (e.g., FIDIC, JCT, NEC).
    • Ensure adherence to contractual terms and conditions, and manage change orders and variations.
    • Resolve contractual disputes through effective negotiation and alternative dispute resolution methods.
  4. Project Management:

    • Collaborate closely with project managers and site teams to ensure seamless project delivery.
    • Conduct comprehensive risk assessments and develop risk mitigation strategies.
    • Monitor project milestones, deliverables, and performance metrics, providing regular progress and financial reports to senior management.
  5. Client and Stakeholder Relations:

    • Build and sustain strong professional relationships with clients, contractors, suppliers, and other stakeholders.
    • Act as the primary point of contact for clients, addressing their technical and commercial concerns promptly.
    • Ensure high levels of client satisfaction by delivering accurate and timely quantity surveying services.
  6. Financial Reporting:

    • Prepare detailed financial reports, including cash flow forecasts, cost-to-complete reports, and variance analyses.
    • Conduct periodic financial audits and ensure meticulous financial documentation and record-keeping.
    • Assist in the preparation of competitive bids and tenders, providing precise cost data and in-depth analysis.
  7. Compliance and Standards:

    • Ensure all quantity surveying activities comply with local regulations, industry standards, and best practices.
    • Stay abreast of advancements in quantity surveying practices, construction technology, and legal requirements.
    • Implement and uphold rigorous quality control measures and procedures.

Technical Qualifications and Experience:

  • Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or a related technical field.
  • Professional accreditation (e.g., MRICS, RICS, AIQS) is highly desirable.
  • Minimum of 10 years of experience in quantity surveying, with at least 5 years in a managerial role, overseeing large-scale infrastructure and building projects.
  • Extensive knowledge of construction methodologies, materials, and engineering principles.
  • Proficiency in industry-standard software and tools (e.g., CostX, MS Excel, AutoCAD, Revit, Primavera P6).
  • In-depth understanding of construction contracts, procurement processes, and cost management techniques.
  • Proven ability to lead and manage complex projects and multidisciplinary teams.
