Reporting to the Lead Development Manager, the Land and Planning Manager will oversee –
- Planning – TCPA applications, strategic LPA reps / consultations
- Pump priming ABP development sites
- Commission technical due diligence, maintain site/vegetation management and deal with customer requirements – working with wider property team to deliver consenting for customer property requirements.
Main Duties:
- Respond to third party applications for planning permission on behalf of W&SSP, where required (Spanning the 17 Local Authorities across the Region’s 16 ports)
- To support the Lead Property Development Manager with ‘pump-priming’ of development sites, to unlock new development opportunities across all business lines.
- Commission and manage external consultants/contractors to deliver pump priming activities.
- To proactively support the growth plans by providing planning, consenting and environmental expertise that can support the development and delivery of projects across the region.
- Assist with development and delivery of the business case for capital development projects through the careful planning of consent and environmental activities and execution throughout the project life cycle.
- Gaining an in depth understanding of the planning and environmental legislative and policy landscape to allow the business to pro-actively manage risks and realise opportunities.
- Developing a positive culture across the business where our development projects are delivered compliantly and professionally.
- Building strong, professional relationships with key statutory bodies to maximise the chances of success of securing consent for development projects.
- Working closely with relevant Group and Regional colleagues so that projects are delivered in line with best-practice exemplars from across the business.
- Work with the Lead Property Development Manager (Property, PMO or Group Projects) to satisfy customer requirements by identifying consent strategy for project developments.
- Work with the wider Property team to understand property requirements and help unlock property development opportunities, where identified.
- Identify where professional planning advice is needed and engage expert consultants using the Group Professional Services Framework where required.
- Advise on environmental & ecology survey & assessment requirements, maintain survey registers, engage consultants and critically review the outputs.
- Management and delivery of multiple and/or multi-disciplinary consent applications spanning the terrestrial and marine planning regimes for regional projects.
- Coordinate external consultant teams to ensure consent applications and Environmental Impact Assessments have a robust and appropriately defined scope.
- Manage production of high-quality documents for submission to determining authorities. For example, LDP representations
- Manage production of high-quality internal presentations (PowerPoint), to communicate new projects/initiatives within ABP, to non-property audiences.
- Represent ABP in stakeholder consultations, ensuring feedback is actioned and recorded where appropriate.
- Provide technical support on reviews and consultations relating to environmental and planning policy to ensure that risks to ABP are clearly identified and communicated
To be considered:
- MRTPI qualified (or working towards being qualified)
- Experience with property development and/or infrastructure projects
- Strong technical understanding of the marine and planning consent regimes with experience of consent applications across both systems (including TCPA).
- Be conversant in project planning and delivery.
- Highly motivated individual who is passionate about finding solutions to unlock property development opportunities.
- Excellent communicator, with strong inter-personal and presentation skills.
- Ability to work on their own initiative as well as part of the wider port and Group teams.
- Ability to lead projects as well as be a participant in others, both across multiple disciplinary teams.
- Excellent analytical skills with a pragmatic and proactive approach to problem solving.
- High attention to detail as well as having the ability to take a considered commercial viewpoint as required.
- A good negotiator with sound commercial and business acumen
- Ability to prioritise workload with efficiency and effectiveness, coordinating a range of activities.
- Computer skills (Microsoft applications such as Word, Excel, Outlook)
- Driving licence
