Role Overview
We are seeking a seasoned Associate Director – Land Economics to lead the strategic planning, governance structuring, and economic evaluation of complex urban development projects. This role will play a pivotal part in aligning land development initiatives with operational, regulatory, and financial frameworks, working closely with external consultants and internal stakeholders to deliver sustainable, economically viable outcomes.


Key Responsibilities
1. Project Assessment & Strategic Planning

  • Review masterplans, land tenure structures, tenancy arrangements, and development obligations.
  • Identify risks and constraints tied to multi-owner and multi-tenant landholdings.
  • Produce a Current Status Report detailing legal, ownership, and operational implications.

2. Infrastructure Adoption Strategy

  • Develop adoption strategies aligned with master development goals and operational frameworks.
  • Engage stakeholders to clarify responsibilities for infrastructure, maintenance, and service delivery.
  • Deliver SWOT analyses and create both Draft and Final Adoption Strategy Reports.

3. Strata & Governance Planning

  • Design a Master Community Governance Strategy that outlines ownership rights, regulatory compliance, and community management protocols.
  • Analyse land titles, infrastructure layouts, and community charters.
  • Recommend strata management structures and frameworks for owners' associations.

4. Titling & Ownership Structuring

  • Define master community configurations, including shared assets and plot subdivision needs.
  • Propose titling strategies that accommodate development phasing and asset ownership.
  • Identify and justify deviations from standard citywide governance frameworks.

5. Governance & Project Structuring

  • Evaluate the impact of governance deviations and recommend financially sustainable alternatives.
  • Define regulatory frameworks, master service charges, and development controls.
  • Draft governance documents for emerging sub-communities.

6. District Management & Cost Modelling

  • Develop a District Management Framework (DMF) detailing service models for operations and community management.
  • Build and test financial models for cost allocation and infrastructure lifecycle planning.
  • Provide strategic recommendations on developer contributions, community charges, and budget optimisation.

Qualifications & Experience

  • Education: Bachelor’s or Master’s degree in Land Economics, Urban Planning, Real Estate, Development Finance, or a related discipline.
  • Experience: 8+ years in land economics, urban development, or real estate planning, ideally on large-scale or mixed-use projects.
  • Proven expertise in:
    • Strata law and governance frameworks
    • Infrastructure adoption and community management
    • Financial modelling and economic analysis
  • Strong track record of collaboration with government entities, developers, and multidisciplinary teams.
